据Newsinfo 4月17日报道，俄罗斯政府已经批准了烟草产品的贸易许可证制度，包括电子烟和水烟在内。这项新政策将从2026年9月开始生效，届时所有从事烟草零售的商家都需获取特别许可证。
新条例文件指出，许可证的发放将由俄罗斯酒类和烟草监管局（Росалкогольрегулирование）负责。如果商家违规，他们的许可证即使仅发生一次违例行为也可能被取消。
俄罗斯财政部提议，获取零售许可证的费用定为6万卢布（720美元），而批发许可证的费用则为80万卢布（约9700美元）。
该许可证有效期为五年，续期也需要支付费用。
