President of the Kyrgyz Republic Sadyr Japarov signed the law “On Amendments to the Law of the Kyrgyz Republic “On Free Economic Zones”, adopted by the Zhogorku Kenesh on November 20, 2024.
The new document is aimed at supporting entrepreneurs in the SEZ, creating conditions for fair competition and eliminating legal contradictions caused by changes in the Tax Code.
The adopted law specifies the types of activities permitted to SEZ entities. In particular, the production and sale of excisable goods is prohibited, with the exception of :
- tobacco products (TN VED 2402), subject to excise tax and VAT when imported into the rest of the territory of the Kyrgyz Republic, for companies registered in the FEZ before 2000;
- nicotine-containing products , including disposable electronic cigarettes and similar devices (HS 2404 and 8543 40 000 0), subject to restrictions on export to the territory of the Kyrgyz Republic;
- waters, including mineral and carbonated waters, containing added sugar, other sweetening or flavoring substances under HS code 2202, also subject to excise tax and VAT when sold outside the SEZ.
