电子烟是一种模仿卷烟的电子产品，主要由烟油（含尼古丁、香精、溶剂丙二醇等）、加热系统、电源和过滤嘴四部分组成，通过加热雾化把烟弹内的液态尼古丁转变成气溶胶，从而让使用者产生类似吸烟的感觉。

In the "Regulations on E-Cigarette Management" and "Guidelines for Promoting the Construction of a Quality Assurance System for the Export of E-Cigarette Products" issued by the State Tobacco Monopoly AdministrationThe main stipulations for the export of e-cigarettes are as follows:：

Enterprises must ensure that their exported products comply with the legal and regulatory requirements and standards of the destination country (region); in the absence of such laws, regulations, and standards in the destination country (region), the products should conform to the relevant legal, regulatory, and standard requirements of China.

The packaging of exported e-cigarette products, including boxes and cases, must be labeled with the tobacco monopoly production enterprise license number, product name, production batch number, and production date. For products produced under contract, the packaging must display the tobacco monopoly production enterprise license number of the entrusted e-cigarette manufacturing company.

The domestic and international logistics transportation of exported e-cigarette products must comply with relevant safety requirements to ensure traceability throughout the entire process.

企业出口电子烟产品时应当依法向海关如实申报，并应在出口报关后30日内将相关信息在全国统一电子烟交易管理平台备案。
电子烟内可能还含有锂电池，锂金属电池或锂合金电池且锂含量大于1克，或者是锂离子电池且瓦特-小时额定值超过20W·h，则属于危险货物，应当按照《中华人民共和国进出口商品检验法》第十七条规定申请性能鉴定和使用鉴定。

电子烟成品及关键零部件通常需满足电子电器产品及零部件测试认证、食品接触材料测试和烟油的毒性评估几个方面的要求。目前主要的出口地区法规及标准有：

成品测试认证
①欧盟CE认证；欧盟REACH法规、欧盟RoHS指令、EMC指令；
②美国FCC认证；
③澳大利亚《药物（尼古丁抽气产品标准）》（TGO 110）符合声明；
④英国药品和保健品管理局（MHRA）注册认证。

电池测试
①欧盟电池法规（EU）2023/1542；危险运输条件UN 38.3、EN/IEC 62133、化学品安全说明书SDS/MSDS等；
②美国Public Law 104-142，UL 2054标准。

TRA毒性分析
①欧盟：根据欧盟2001/58/EC，1999/45/EC, 67/548/EEC签发MSDS安全数据说明书；
②美国：Regulation（EC）No.1907/2006、美国联邦法规29 CFR 1910.1200（g）和ISO 11014-1等国际标准签发安全数据说明书；
③澳大利亚：禁用苯甲醛等8种物质作为电子烟油的成分。

食品接触材料测试
①美国FDA及GRAS认证；
②欧盟食品接触指令（EC）No 1935/2004；
③德国法规LFGB；
④法国法规DGCCRF。
