The Russian government has approved a concept for licensing trade in tobacco products, including vapes and hookahs. According to the new rules, starting in the fall of 2026, each tobacco retail outlet will need to obtain a special permit.
According to the documents outlining the new licensing conditions, Rosalkogoltobakregulirovanie will be responsible for issuing such permits. A license can be revoked for even one violation of the rules.
The Ministry of Finance proposes to set the amount of the state fee for obtaining a license at 60 thousand rubles for retail trade and 800 thousand rubles for wholesale trade.
The license will be valid for five years, and its renewal will also entail the payment of a fee.
